Learnerships Tax incentive for employers taking disabled learners into learnerships

The employer is entitled to a tax allowance of R50,000 annually for each registered learnership agreement with an employee. Additionally, the employer can claim a R50,000 allowance for each learner who completes their learnership within the year. 

Employment Tax Incentive (ETI)

ETI is a tax incentive designed to encourage employers to hire young people with no work experience. ETI is accessible to all employers registered for PAYE who maintain proper tax affairs. It was introduced on 1 January 2014 and will end on 28 February 2029.  

The ETI calculations are as follows:  

  1. ETI per month during the first 12 months of employment of the qualifying employee is R1000.  
  1. ETI per month during the second 12 months of employment of the qualifying employee is R500

Employment Equity Act

The new 3% Disability Employment Equity target has been officially gazetted. Penalties for non-compliance can be as high as 10% of annual revenue turnover. 

The Employment Equity Act 2025 regulations establish mandatory five-year sector-specific numerical targets across 18 economic sectors, starting from September 1, 2025, to August 31, 2030.
